Ukraine Policy Statement
Honored Chairs, Fellow Delegates, and Distinguished Guests, the nation of Ukraine is greatly honored to be part of this General Assembly. We have been an active member since the Ukrainian SSR co-founded the United Nations in 1945. This international community provides excellent communication between countries and support of a better world. We wish to express how unfortunate we feel the current events are today. But at the same time we acknowledge that we would appreciate creating solutions to benefit the international community on the subsequent issues.
In respect to the issue of kidnapping, Ukraine acknowledges that its presence has become habitual in recent years. Despite the majority of the kidnappings remaining centered around Latin America and Southeast Asia, Europe has had an astounding number of abductions in the last few years. We believe that these are directly related to the rise in criminal activity and that it is essential for the international community to apply policies in regards to felonious matters. In order to create a beneficial resolution we believe that we must cooperate internationally in the prevention and elimination of kidnapping as well as assistance to the victims of this matter. Actions should be taken place effectively to return victims to their home countries in despite of the ransom and to warn travelers when entering unstable areas. To directly combat this problem we suggest that the problem resides in government, particularly in law enforcement. By creating a more stable government with better security and a controlled way to deal with organized crime we can resolve the issue of kidnapping on the international scale.
Concerning the issue of immigration and guest-worker problems in Europe, Ukraine believes that Europe should accelerate the demarcation on the borders of each country, build accommodation for refugees, and create rights for individuals who have been detained due to immigration. We suggest that by creating a new system for which the government acts under when pertaining to the legal status of foreigners would resolve many problems. Through bringing about rules on entering and exiting countries and gaining citizenship we deduce that immigration concerning minorities will become more sustainable. In this process we may also create equal rights and citizenship for the immigrants in Europe. We believe that by first controlling our immigration system we can come up with sufficient results in create affective rights and citizenship for immigrants.
On the issue of human trafficking Ukraine believes that they have a firm presence. We understand the issue of migrant women in the Middle East and would also like to address the problem of human sex trafficking. Creating solution for both problems would be beneficial to the international community as a whole. In recent years Ukraine has been labeled as one of the top countries for sex trafficking. Immigrants and citizens of Ukraine have been forced into labor and sexual exploitation in and out of Ukraine. We have been working with the International Organization for Migration using the National Action Plans Against Human Trafficking on controlling this horrible issue. The first step to better the community is to create a secure environment for victims of trafficking. Through the training of labor inspectors and government authorities to better monitor private employment agencies we can help contain the issue. Also by the improvement of vocational training curricula and promotion of entrepreneurship among returned trafficked victims, we can continue to eliminate the problem of human trafficking.
