The United States of America is pleased to be at this year’s conference and hopes that this will be a very informative and successful session. Beginning with the deteriorating situation in Somalia, the United States feels that this is an issue of great importance because of its extended history and lack of lasting solutions. In 1992, the United States sent peace-keeping troops to Somalia, taking action to end this issue, but these were only successful for a short period of time. We support the Transitional Federal Government of the Republic of Somalia set up by the United Nations in 2004 for we endorse its purpose of restoring national institutions to Somalia. Reform of the Transitional Federal Government, however, needs to take place to make it stronger, more efficient, and more centralized for a strong, centralized government is key to ending the conflicts in Somalia. In reforming this government, the United States finds it imperative that human rights are protected and a system to eliminate terrorism is included. Peace-keeping troops may also be necessary to ensure peaceful implementation of this government.
The ongoing instability in Sudan is another issue of great importance to the United States. The United States has taken many measures in the past to end this precarious conflict by donating a great amount of humanitarian aid to the area, supporting and developing various resolutions and peace agreements to stabilize the region, and most recently, imposing economic sanctions on Sudanese citizens implicated in Darfur violence. The United States strongly employs the help of the United Nations Security Council and participating countries in order to end this ongoing conflict and urges the Security Council to apply some of these same methods. The United States was a big proponent in creating the Comprehensive Peace Agreement in 2005 and encourages that this agreement still be applied. Conversely, the implementation of this agreement in Sudan has been very slow so the United States greatly suggests that a more successful method be created for its implementation. One of the major reasons for its failure up to this point is the Khartoum regime’s refusal to adhere to it, so this must be taken into consideration and resolved in order to achieve success. The extreme violence and major human rights violations in Sudan have been persisting for too long thus it is crucial that this issue be put to rest immediately.
Concerning the settlement of International Borders with Kashmir, the United States deems that in order to form a solution, the issue must be sorted out by Pakistan and India themselves. The Security Council may aid in this process, but any procedure made by the United Nations will fail unless it includes ultimately the two nations themselves reaching a compromise. Diplomats and peace-keeping troops may need to be employed to enforce the decision and prevent any violence, but the United States highly discourages the Security Council from forming a resolution that is too oppressive on the two nations for it will surely fail if it is. Like the previous issues, this has been a long-standing conflict and the United States hopes that the Security Council may solve these problems once and for all. The United States of America is again very glad to be here and hopes that all nations will be able to come together to form successful resolutions.
